2002 National Governing Body Report

This report serves as a brief summary of the meeting. Official minutes will be included in next issue of Powerlines.
The 2002 NGB meeting was completed relatively quickly. The focus and tone of this meeting was future oriented and directed at adequate staffing to complete the necessary tasks, division of duties and responsibilities, and fund raising. A number of expenditures were approved including hiring a part time bookkeeper, and an outside accounting firm to do quarterly reconciliations. This will assist us in avoiding the overpay of the officers that occurred in the past year. As many are were already aware, and are now even clearer on, the Secretary/Treasurer's position is perhaps the most difficult of the Officer positions. Ms. Serre presented a report of her time over the past year. It reflected more than 2100 hours dedicated to completing the business of the Federation. Hiring the part-time and contract personnel will lessen the load, as will separating the Secretary and Treasurer duties. Karen Miller, of Michigan was elected the new USAPL Secretary. She will take over the duties of this position immediately. Mr. Heyl, of Colorado proposed a motion to split the Sec/Treas. Salaries in proportion to duties: 80% to the Treasurer, and 20% to the Secretary. Some of the day-to-day business related functions of the Federation are to be returned to the National Office.
In order to fund these initiatives, expect to see requests for involvement by each member of the NGB. One delegate said, "I have never been asked. Just ask." So we will be asking. We have received, and hope to continue to receive great input on fund raising strategies. We hope to make it a dedicated campaign. Please keep in mind that this is in lieu of raising the general membership dues, or revisiting the High School seasonal membership.
A non-competing membership category was approved, which will allow those who serve in administrative positions, such as coaches, referees, etc., to show be members without being subject to drug testing. This motion is structured such that lifters those who are subject to doping control will not find refuge, at the time they should be tested, in the non-competitor category.
Fourth attempts made for IPF World Records will be considered American Records as well. An oversight in the rules had made it such that a person who set a world record on a fourth attempt could not receive credit for the American Record.
The NGB felt strongly that athletes and officials representing USAPL in World Championships should wear attire which represents USAPL on the medal stand and while engaged in official duties. Failure to do so will result in referral to the Discipline Committee.
Below are some tables of membership data obtained at the meeting. Please remember that 2002 figures are just for the
1st and snd quarters, and that all USAPL memberships have been changed to "one year from date of purchase"
rather than calendar year. For example, our last year of membership on a calendar year, 2001, ended with approximately 3700.
Our 1st year of anniversary date membership, July 2001 to June 2002, we have slightly over 4000, so with that comparison, we are up.
By a month to month comparison of 1st quarters, 2001 to 2002, we are also up. Contest sanctions have also increased over the same period last year.
